The first step is to read the pig pen letters in the stars. This is made trickier because each of the groups of pig pen letters has been rotated.
Once translated, each message is describing a shape that is also a semaphore letter. However, the shape needs to be written in the direction that the stars were rotated. Then, when the semaphore letters are read with the right side of the paper up, they read ANNIE JUMP CANNON.
